JOB TITLE: PROJECT DESK/PROCUREMENT OFFICE
DEPARTMENT: HUMAN RESOURCE/ADMINISTRATION
REPORTS TO: PROCUREMENT MANAGER
MAIN PURPOSE OF THE JOB: To assist in the efficient and effective handling of procurement matters of the Commission as well as provide vital administrative and technical support to the successful completion of projects within timeframe and budget.
TASKS AND DUTIES:
Assist in the planning and development of programmes for the procurement of capital and operational materials, goods, consumables and services for the Commission
Prepare procurement requests for good/services that require prior funding agency approval.
Review reports from contractors in relation to contract scope of activities.
Provide technical support to finance and administration
Participate in the development and issuance of project procedures and policies.
To assist in undertaking the tendering, evaluation, placement and monitoring of contracts
To assist in the selection of appropriate suppliers and contractors
To participate in negotiation of contract terms for goods and services and monitor performance against these contracts.
To participate in internal and external meetings, promoting procurement best practice.
Assist in work planning, proposal preparation, and agreement processing.
To ensure contractors comply with contract agreement.
To prepare Local Purchase Orders for procurement purposes
To assist in the drafting of service contracts with potential service providers/suppliers
To assist in reviewing and monitoring all contracted and procurement functions
To assist in the periodic review of contracting agencies
To represent the unit on all Procurement Committee Meetings
To prepare and analyse reports
To liaise with partners on project issues.
To prepare and submit proposals for grants and awards
To review contractor’s claims or disputed work and proffer advice to Management through the Procurement Manager.
To undertake any other duties assigned by the Procurement Manager
A good degree in the Social Sciences or Business Management and/or equivalent professional experience.
Must have Advance computer skills
EXPERIENCE: At least three (3) years experience post qualification working experience.
Knowledge in contracting and procurement
Knowledge in existing government procurement legislation
Good project writing skills
Strong negotiation skills
High integrity and moral standards
Good Planning and Organisational skills
Good interpersonal relations
