REQUEST FOR EXTRESSION OF INTEREST

THE NATION-WIDE MONITORING AND EVALUATION OF THE NATIONAL ANTI CORRUPTION STRATEGY (NACS) IMPLEMENTATION ACTION PLAN 2016

The National Anti-Corruption Strategy (NACS) project was conceived by a five year plan (2014-2018) which was developed as a framework around which the fight against corruption will be conducted. The National Anti-Corruption Strategy 2014-18 was launched on 17th June 2014. A lot of activities have been carried out since the launch of NACS. Key to the success of the strategy is the implementation of activities as laid out in the Strategy Implementation Action Plan (2014-2108). The Strategy highlights Civil Society as one of the National Integrity Foundations and states that; “It is critical to support the development of robust civil society organizations to represent the interests of disadvantaged and illiterate segments of society and take advantage of the devolution process and police reforms as platforms for public participation”. It is against this background that the NACS Secretariat is seeking the services of a firm preferably a Civil Society Organisation to carry out the monitoring of activities of the implementation Action Plan as is being carried out by MDAs.

PURPOSE OF THE ASSIGNMENT

To monitor and evaluate the implementation of the strategy by MDAs to ascertain the level of compliance. The main expected output is to produce a well written monitoring report reflecting a national performance rating of the entities under the NACS.

OBJECTIVES

Monitor activities of MDAs as against the implementation Action Plan of the strategy

Carry out monitoring of MDAs twice in a year;

Produce reports in formats agreed with the NACS secretariat.

Develop a work-plan which shall be reviewed and approved by the NACS secretariat

To collaborate with agencies responsible for the monitoring of policy recommendations in the Strategy

To report any emerging issues directly to the NACS secretariat

To participate in the validation and launching of the report

DELIVERABLES:

Recruitment of monitors (Nationwide)

Availability of work/monitoring plan

Availability of reports at the end of each monitoring exercise/

Draft Report produced and presented to ACC Management ( power point)

Final Validated Monitoring Report

MANAGEMENT OF THE ASSIGNMENT

The firm/NGO will work directly with the NACS Secretariat. The Director NACS, in constant consultation with the Deputy Commissioner, will provide oversight role and direct the monitoring process and in turn report to the Commissioner.

QUALIFICATION, EXPERIENCE OF NGO/FIRM

Must be registered with the Ministry of Finance and Economic Development

Must have been operating locally (Sierra Leone) for the past three (3) years

Proven record of theoretical knowledge and practical experience in the area described.

Proven communication and presentation skills and ability to work in an environment requiring collaboration with multiple actors.

Experience in monitoring and evaluation of related assignments could be an added advantage.

QUALITY CONTROL

The expert should ensure that the monitoring framework comply with the above requirement and reporting phase of the assignment. The quality control should ensure consistency and coherence between findings, conclusions and recommendations. It should ensure that conclusions are supported by relevant judgment criteria.

SELECTION CRITERIA

Relevant Qualification of the Firm in relation to the assignment

The extent of experience of the Firm

Physical presence of the firm in regional areas

The firm’s methodology in carrying out the assignment

DURATION OF THE ASSIGNMENT

The duration of the assignment is two months with the possibility of extension upon satisfactory performance.

PERIOD TO BE MONITORED: November 2015-December 2016

START DATE: 30th September 2017

Undertake routine servicing of office equipment.

Maintains the reception area in an orderly and uncluttered state.

To provide housekeeping services, including the preparation of tea, coffee, service of other beverages to staff as well as guests/visitors to the Commission.

Direct visitors to the appropriate area; notify staff of their presence/arrivals.

Any other duties that may be assigned by the Admin/Procurement Manager.

QUALIFICATIONS:

Must have attained fifth form or SSS 2.

EXPERIENCE: At least two years practical work experience.

COMPETENCIES:

MAIN PURPOSE OF THE JOB: To provide leadership in the development of policies, ethics and professional standards review in MDAs and other public bodies.

TASKS AND DUTIES:

To develop and implement where necessary, policies required for the smooth and efficient conduct of the work of MDAs and other public offices with the objective of reducing corruption.

To organise, plan and implement seminars, workshops etc. for client organisations on issues of policy and ethics.

Advise and make recommendations about regulating compliance issues.

To support government in developing and implementing policies related to sustainable public sector management.

Provides input into the formulation and implementation of Anti-Corruption policies in both the private and public sectors for the removal of barriers to private sector development and for the efficient management of the public sector.

To undertake research on all policies and ethical issues both internally as well as overseas or similar institutions to ensure currency and update.

Together with the Systems and Processes Review Unit, identify policy problems and policy gaps in the public sector and recommend or lobby for their review and resolution.

Build policy advocacy with accountability and public sector reform entities.

To assist in drawing up and harmonizing policies and codes of ethics in MDAs and other public and private bodies with acceptable best practice.

Update and maintain the effectiveness of compliance programmes.

Provide leadership to the department.

Evaluate existing policies and procedures and review or update these if and where necessary.

To assist in drawing up and harmonizing policies and codes of ethics in MDAs and Public Bodies in accordance with acceptable best practice.

Disseminating information on policy and ethics to and educating users regularly on their proper application.

Any other duty that may be assigned by the Director, Systems and Processes Review.

QUALIFICATIONS:

A post graduate qualification in the social sciences, preferably in Policy Formulation and Management Development Studies or related fields.

Must have Advance computer skills

EXPERIENCE: At least 3 years experience in a similar field of work.

COMPETENCIES:

Advanced computing skills

Excellent communication/report writing skills.

Analytical skills

Good time management skills

Assist in the planning and development of programmes for the procurement of capital and operational materials, goods, consumables and services for the Commission

Prepare procurement requests for good/services that require prior funding agency approval.

Review reports from contractors in relation to contract scope of activities.

Provide technical support to finance and administration

Participate in the development and issuance of project procedures and policies.

To assist in undertaking the tendering, evaluation, placement and monitoring of contracts

To assist in the selection of appropriate suppliers and contractors

To participate in negotiation of contract terms for goods and services and monitor performance against these contracts.

To participate in internal and external meetings, promoting procurement best practice.

Assist in work planning, proposal preparation, and agreement processing.

To ensure contractors comply with contract agreement.

To prepare Local Purchase Orders for procurement purposes

To assist in the drafting of service contracts with potential service providers/suppliers

To assist in reviewing and monitoring all contracted and procurement functions

To assist in the periodic review of contracting agencies

To represent the unit on all Procurement Committee Meetings

To prepare and analyse reports

To liaise with partners on project issues.

To prepare and submit proposals for grants and awards

To review contractor’s claims or disputed work and proffer advice to Management through the Procurement Manager.

QUALIFICATIONS:

A good degree in the Social Sciences or Business Management and/or equivalent professional experience.

Must have Advance computer skills

EXPERIENCE: At least three (3) years experience post qualification working experience.
