The Anti-Corruption Support to Sierra Leone programme aims to address the petty corruption that citizens encounter on a daily basis and the grand corruption which affects Sierra Leone’s progress out of poverty. The programme is supported by DFID through Coffey International’s (Coffey) London office. One of the key components of this programme is the development of the Pay No Bribe (PNB) reporting platform with the Anti-Corruption Commission (ACC) of Sierra Leone. Continued support to address grand corruption has been defined with the ACC to include two other components: citizen education and engagement; institutional strengthening.

The PNB Campaign is a Government of Sierra Leone (GoSL) initiative, led by the Office of the Chief of Staff and the ACC, in coordination with relevant Ministries, Departments and Agencies (MDAs).

The PNB platform is an innovative reporting mechanism for citizens to anonymously report incidents of petty corruption and bribery. PNB is designed to collect real time evidence on bribery and corruption in five key service sectors: Education, Electricity, Health, Police and Water. A sixth sector will most likely be included from October 2017. PNB provides a database on petty corruption and bribery trends that supports the work of the ACC and feeds into evidence-based policy decision making.

Following a successful review at the end of the inception phase the programme has moved into full implementation. In October 2017, the programme will expand into Kono district and thus be operational in 5 districts (Kenema, Bo, Bombali, Western Area, Kono). The programme will end December 2018, by which time it will have achieved key deliverables, including the handover of PNB management responsibility to the ACC and wider GoSL stakeholders.

Reporting Lines

Position title: Team Leader

Reports to: Programme Director


• 37.5 hour week. 9.00 AM to 17:30 PM.

• Full-time.

Role Overview

The Team Leader is accountable for all aspects of project and programme delivery. He/She will focus on ensuring that they, the wider programme team and short-term consultants provide high quality inputs to maximise the delivery of programmatic objectives. He/She will demonstrate strong leadership and management with the ability to technically deliver and manage staff performance. A strong understanding of the political context is essential plus excellent inter-personal skills. He/She must be able to demonstrate the ability to work with and through others to achieve successful outcomes.

He/She will be the primary point of contact between the programme and DFID, the ACC, MDA counterparts and other key stakeholders including the Chief of Staff and the Millennium Challenge Coordination Unit (MCCU). He/She will advise on and oversee the strategic direction of the programme, ensuring the programme delivers against its log frame targets, work plan and schedule of milestone deliverables. He/She will also provide top-level quality assurance of all technical outputs and products.

Key Responsibilities / Accountabilities

• Strong understanding of the political economy of Sierra Leone, ensuring that the programme is able to deliver effectively within this context.

• Build constructive relationships with key ACC stakeholders, MCCU and MDAs to enable the programme to deliver its stated objectives in a sustainable manner.

• Work with stakeholders to ensure that the objectives of the implementation phase are collectively understood and agreed, with clear roles and responsibilities for all actors.

• Prepare implementation six month work plans that are aligned with programme deliverables and agreed with the Coffey programme director and programme manager.

• Ensure the programme delivers on time and to budget, meeting key deliverables as outlined in the programme logframe, work plan and milestone schedule.

• Provide leadership and guidance to the core programme team, technical advisers and partners with a view to maximising collaboration and synergy.

• Maintain strong relationships with a range of civil society organisations effectively ensuring support and monitoring of their work at District level.

• Support the ACC strategic planning process with a view to aligning capacity and institution building activities funded by the programme with the ACC’s vision and priorities.

• Support the ACC public education department and CSOs to ensure that Pay No Bribe is understood and communicated effectively to all key stakeholders and the public.

• Ensure programme progress reports are shared in a timely manner with ACC, DFID and other key stakeholders. Facilitate a culture of lesson learning for sharing and integrating into programme planning.

• Manage a process of maximising programme sustainability through a transfer of ownership, in close partnership with the ACC and GoSL stakeholders.

• Participate and represent the project in external meetings with DFID, GoSL and other stakeholders. Act as a primary point of contact for DFID on all issues relating to the programme, and ensure timely and high quality responses to queries.

• Adhere to any ad-hoc requests by the PNB Programme Manager or Programme Director regarding wider Coffey corporate requirements.

General Requirements:

• Adhere to all security advice from Coffey’s Risk Management Team.

• Adhere to Coffey International Policies and Procedures as outlined in the Operations Manual.

• Adhere to Coffey International Development’s behaviours: Ingenuity, Collaboration, Respect, Intelligent Risk, Integrity and Delivery.

• Submit all technical outputs for peer review prior to client submission in accordance with Coffey International‘s quality assurance procedures.

• Report in advance possible resourcing decisions and/or any procurement to the Programme Manager to ensure all programme costs are properly supported within the budget.

• Engage in the activities of the Programme Management Team and contribute to the progression of the programme to ensure delivery of project outputs and outcomes in line with the log-frame. This will involve routine weekly meetings to undertake detailed reviews of progress against the log-frame, adjusting work plans, and resourcing on an on-going basis to remain on track.

• Undertake other activities reasonably requested by the Programme Manager, Programme Management Team, or by the client (DFID) for the successful accomplishment of the programme’s immediate objectives.

Special Requirements:

• Some travel and out of hours work may be required.

• Any other duties as may be required for the exigency of the programme.

Skills & Experience:

• Minimum 8 years experience managing similar programmes. A proven track record of delivery and strong programmatic understanding is essential, plus the ability to deliver across the PNB programmatic themes.

• Strong leadership experience, including previous experience of managing DFID/donor funded governance programmes, preferably in Sierra Leone.

• Strong understanding of the political economy of Sierra Leone.

• The ability to manage a range of relationships across the programme stakeholders and to work effectively with them to deliver programme outcomes.

• A strong understanding of GoSL/ACC systems and processes, which can be incorporated into programme methodology to maximise effectiveness.

• Strong management experience, including the ability to deliver on time, to high quality and within budget.

• Strong team working skills, including the ability to motivate, to delegate and to work with both technical and programme personnel.

• Successful track record of bringing about sustainable, institutional reform.

Person specification:

• A mature and confident individual with excellent interpersonal skills – must be able to communicate effectively verbally and in writing and actively listen to other points of view.

• Good organizational and administrative skills with a proven ability to supervise teams, to multi-task and work with minimal supervision.

• IT literacy – must be proficient in MS Office (Excel, Word and Access); familiarity with modern records management software applications is an added advantage.

• Coaching and mentoring skills – demonstrated ability to supervise and transfer knowledge to colleagues at all levels.

Reporting Requirements:

• Any reasonable reporting tasks as may be required by the Client and the Coffey Programme Management Team. This includes ensuring that relevant operational and financial information is included in quarterly and annual reports, amongst other deliverables.

Duration and Phasing:

Post duration until December 2018.

Quality Management:

The Quality Management Framework aligns individual TORs and behaviours to the aims and objectives of the Programme.

Annual and bi-annual performance appraisal will be conducted by Coffey on the performance of the specific deliverables listed above.

Annual Remuneration:

Negotiable package reflecting individual experience and track record.
